Canon BCI-3/all liquid cartridge/no sponge

Does anyone know about a prototype Canon BCI-3 cartridge which does not have the internal sponge? It is a all-liquid BCI-3 and has a little valve inside of it.

Anyone have information? Has anyone heard of this one?
